Background

European cities need to transform urban mobility while simultaneously improving road safety, reducing emissions and pollution, and making streets more accessible and inclusive. New transport technologies are not enough on their own: cities need ways to understand how people use urban space, evaluate interventions, and share evidence across different urban environments.

ELABORATOR is a pan-European Living Lab for sustainable urban mobility. The project develops and demonstrates solutions for safer, more inclusive, affordable, and climate-neutral mobility through interventions in cities across Europe.

The project combines physical changes to urban environments with digital technologies, data analysis, citizen engagement, modelling, and AI. The goal is to create solutions that can be evaluated in real-world conditions and subsequently replicated by other European cities.

Living Labs for safer urban mobility

ELABORATOR uses cities as Living Labs where new approaches to mobility can be co-designed, deployed, and evaluated together with citizens and local stakeholders. Interventions address areas such as walking and cycling, shared mobility, accessibility, public-space allocation, traffic safety, emissions, and noise.

A central principle is evidence-based planning. Data collected before, during, and after interventions allows cities to understand how changes to streets and mobility services affect safety, environmental conditions, and people’s experience of the urban environment.

By applying a common methodology across different cities, ELABORATOR creates knowledge that can be compared and reused, helping successful approaches move from individual demonstrations toward wider European adoption.

Sensative and the shared mobility data platform

Sensative leads Task 4.2 in ELABORATOR, developing the shared intervention data platform used to exchange and analyse mobility information across participating cities.

Yggio provides the foundation for bringing together data from heterogeneous urban systems and making it available through open interfaces and common data models. Mobility indicators and other intervention data can therefore be shared between cities and connected to analytics, visualisation, and other project tools.

The platform is designed around secure, trusted, and privacy-preserving data sharing. This creates a common digital layer where cities can retain control of their data while making selected information available for cross-city analysis and benchmarking.

From city data to replicable solutions

The shared data infrastructure turns individual Living Labs into a connected European experimentation environment. Data from different interventions can be collected and analysed using common structures, making it possible to compare results between cities with very different urban conditions.

Open standards and interoperable data models allow ELABORATOR’s digital tools to connect with existing city systems and support future data spaces. The project thereby creates reusable digital building blocks rather than isolated technology demonstrations.

For Sensative, ELABORATOR develops Yggio’s role as a city-scale data platform and strengthens its capabilities for federated data sharing, providing a foundation for future smart-city applications, Digital Twins, and European urban data spaces.
